Establishes the Charles L. Reason fellowship program to increase minority and disadvantaged student access to academic programs preparing them for terminal degrees and higher education faculty careers

Provides undergraduate fellowship funding for tutoring, counseling, faculty mentorship, supplemental financial assistance, summer research opportunities, and conference travel expenses

Requires fellowship eligibility based on New York residency (or specific immigration status pathways), membership in historically underrepresented minority groups in academia, and demonstrated potential to earn a Ph.D. or terminal degree

Creates a loan forgiveness component for fellows who complete the undergraduate program and enroll in a Ph.D. or terminal degree program within four years of earning their bachelor's degree

Caps loan forgiveness at $10,000 per year and $40,000 lifetime maximum, with payments made over a four-year period to repay federal, state, or approved institutional student loans
