Defines "excess building assets" as SUNY-owned buildings not currently used for academic, administrative, or residential purposes

Requires SUNY to complete an inventory of all excess building assets within one year of the act's effective date, and annually thereafter, documenting each property's location, size, type, condition, and past use

Mandates a study within two years examining the financial feasibility of repurposing excess buildings, potential cost savings, environmental impacts of demolition, and funding sources

Requires a report to the Governor and legislative leaders with findings and recommendations for legislative or administrative action

Study provisions automatically expire and are repealed three years after the act takes effect
