Adds Staten Island's Sandy Ground community to New York's required curriculum on patriotism, citizenship, and human rights issues taught in all public and private schools

Designates Sandy Ground as "the oldest continuously inhabited free black settlement in the United States" within the education law

Places Sandy Ground instruction alongside existing required topics including genocide, slavery, the Underground Railroad, the Holocaust, and the Irish famine of 1845-1850

Applies to all students over age 8 in both public and private schools statewide

Takes effect on July 1 following enactment
