Authorizes police officers to seize and impound vehicles used in illegal street racing, speed exhibitions, or contests of speed when making an arrest or issuing a summons for such violations

Requires impounded vehicles to be entered into the New York statewide police information network and owners notified promptly of the impoundment

Establishes redemption requirements including proof of registration, financial security, valid driver's license, payment of towing/storage costs, and resolution of the criminal case or court-issued release certificate

Allows forfeiture of unretrieved vehicles to the local authority after 30 days of impoundment plus 30 days following certified mail notice to owners and lienholders

Defines "local authority" as the municipality where the vehicle was seized, or the applicable state authority if seized on Thruway, parks, or transportation department property
