Imposes higher fines when operating without commercial GPS results in infrastructure damage: up to $2,500 for first violation, up to $5,000 for second violation, up to $10,000 for third and subsequent violations

Takes effect 180 days after becoming law, with automatic repeal if federal agencies determine the law would make New York ineligible for federal funds or if courts find it violates federal law
