Prohibits New York state, counties, municipalities, local governments, and their agents from entering into or renewing any immigration detention agreements or receiving payments related to immigration detention

Bans all government entities from contracting with private entities to detain individuals for civil immigration violations, including providing any financial incentives, subsidies, or payments for construction, development, or operation of private immigration detention facilities

Prohibits local governments from approving zoning variances or issuing permits for private entities to construct or convert buildings into immigration detention facilities

Requires any government entity with an existing immigration detention agreement to terminate the contract within 90 days of the act taking effect

Prohibits any person, business, or private entity from owning or operating an immigration detention facility anywhere within New York state
