Requires all municipalities within Nassau and Suffolk counties to adopt a local law or ordinance establishing an electronics and hazardous waste recycling pilot program within 180 days of the bill's effective date

Pilot programs must run for at least one year and include recycling services for electronics and hazardous waste, plus a drop-off location accessible to residents

Each municipality must submit a report within two years to the Governor and legislative leaders detailing program effectiveness, amount of material collected, how materials were treated/disposed/recycled, and participation rates compared to total residents

The bill expires and is automatically repealed three years after becoming law
