Directs the New York State Higher Education Services Corporation to conduct an audit of the Excelsior Scholarship program established under Education Law section 669-h

Requires the audit to examine adjusted gross income data for both scholarship applicants and recipients during qualifying years

Mandates collection of diversity statistics on applicants and recipients, including race/ethnicity, LGBTQ+ status, country of origin, and disability status

Report with findings and legislative recommendations must be delivered to the Governor, Senate Temporary President, and Assembly Speaker within one year of the act's effective date

Takes effect immediately and automatically repeals two years after the effective date
