Adds "grass clippings" to the list of prohibited substances that cannot be thrown or deposited on any highway in New York

Existing prohibited items include glass bottles, glass, nails, tacks, wire, cans, snow, and any other substance likely to cause injury

Violation applies to substances likely to injure any person, animal, or vehicle on the highway

Takes effect immediately upon passage
