Mandates that reports include medical information necessary to establish statewide prevalence, annual incidence rates, and morbidity/mortality data, with all patient information kept confidential except for specific public health purposes

Requires the Commissioner to develop free educational materials on diagnosis, treatment, and prevention for healthcare providers and high-risk populations, including information on community support services, with virus-specific resources for HTLV-1 and HTLV-2 separately

Takes effect 120 days after becoming law, with authority to implement necessary regulations immediately upon passage
