Requires delivery service carriers to mark their motor vehicles with at least one of the following: a company graphic on both side panels, company name in text at least 4 inches tall on both side panels, or a white "delivery vehicle" sign on both side panels

Requires delivery vehicle operators to wear identification including at least one of: an employer-issued uniform, a clearly visible employer-issued badge, or a neon vest with "package carrier" text at least 4 inches tall

Defines "carrier" broadly to include any business, partnership, LLC, corporation, or other entity licensed to operate in New York that provides delivery services via motor vehicle

Exempts carriers that employ 100 or fewer persons from all requirements

Violations are punishable by fines up to $1,000 per violation, with the law taking effect 180 days after enactment
