Proposes a constitutional amendment to replace direct popular vote for governor and lieutenant-governor with a "county representation" system similar to the federal Electoral College

Assigns each of New York's 62 counties two county representation votes plus additional votes based on population, totaling 414 population-based votes distributed using the Huntington-Hill method

Awards all county representation votes from each county to whichever gubernatorial ticket receives the most votes in that county (winner-take-all by county)

Requires a majority of county representation votes to win; if no majority, the candidate with the highest popular vote total would be elected

Must be approved by two consecutive sessions of the legislature and then by voters in a referendum, per New York's constitutional amendment process
