Expands radiological monitoring authority to cover decommissioned nuclear facilities and sites used for spent nuclear fuel storage, not just active plants

Maintains the $1 million annual fee for each active nuclear reactor to fund state and local emergency preparedness

Establishes a declining fee schedule for inactive reactors: $1 million in year one, $750,000 in year two, $500,000 in years three-four, $250,000 in years five through seven, and $150,000 in years eight through ten

Revises funding distribution formulas to separate active reactor counties (Monroe 12.3%, Oswego 12.5%, Wayne 12.4%) from inactive reactor/storage site counties (Orange 10%, Putnam 10%, Rockland 15%, Westchester 27.8%)

Removes Orange, Putnam, Rockland, and Westchester counties from the active reactor funding formula following closure of the Indian Point facility
