Adds specific state agencies as designated voter registration sites including the departments of agriculture, taxation, environmental conservation, financial services, state insurance fund, office of professions, licensing services, empire state development, liquor authority, workers' compensation board, and military affairs

Includes public and private colleges, universities, and vocational schools as designated voter registration agencies

Adds municipal offices that process pistol permits, vital records (birth, marriage, death certificates), hunting/fishing licenses, building permits, and economic development applications to the voter registration network

Requires all designated agencies to enter agreements with the state board of elections, implement training programs for employees, and establish secure electronic data transmission capabilities for voter registration
