Mandates recovery audits for all state agencies with total expenditures exceeding $100 million during a state fiscal biennium, with agencies required to provide all necessary information to auditors

Allows consultants to be compensated based on a percentage of the total amount recovered and permits them to pursue judicial action to recover overpaid amounts

Prohibits recovery audits of payments until 180 days after the payment was made, allowing time for existing state auditing procedures to complete

Requires the Comptroller to forward consultant reports to the Governor and legislative leaders within 7 days of receipt, and to issue a biennial summary report to the legislature by August 1st of each odd-numbered year
