Establishes a Nail Salon Minimum Standards Council consisting of 15 voting members (6 workers, 6 employers, 3 public representatives) and 6 non-voting delegates to investigate wages and working conditions in the nail salon industry

Creates a Minimum Pricing Committee of 3 economic experts to recommend fair minimum pricing models for nail services that cover worker wages, overhead costs, safety compliance, and reasonable business returns

Requires the council to hold at least 4 public hearings across New York State and submit recommendations on wages, scheduling, health and safety protections, sick leave policies, and training standards within 180 days of its first meeting

Protects nail salon workers from retaliation for participating in council activities, testifying at hearings, or filing complaints, with remedies including reinstatement and triple lost wages

Mandates the council reconvene every 2 years after implementation to reassess standards, with all documents and meetings translated into 14 languages including Bengali, Chinese, Korean, Spanish, and Vietnamese
