Establishes the New York State Muslim American Advisory Council to advise the legislature on advancing civic participation of Muslim Americans and recommend strategies for social, educational, cultural, and economic integration

Council consists of 10 members: 5 representatives from community/faith-based organizations serving Muslim Americans, 4 appointed by legislative leaders (one each by senate president, senate minority leader, assembly speaker, and assembly minority leader), and 1 appointed by the governor

Members serve four-year terms without compensation but receive reimbursement for expenses incurred in performing their duties

Council must meet at least four times per year, with all meetings subject to the open meetings law, and members may designate representatives to attend and vote in their absence

Requires the council to submit an annual written report to the legislature beginning approximately 16 months after establishment, containing factual findings, progress analyses, and recommendations regarding state programs and services affecting Muslim Americans
