Prohibits level three sex offenders whose victims were under 18 from residing within school grounds, measured in straight lines from the residence entrance to the school property boundary line

Prohibits all sex offenders from residing within a quarter mile of their victim's workplace and residence, or within a quarter mile of a deceased victim's prior residence if immediate family members still live there

Imposes penalties of up to one year imprisonment and/or up to $1,000 fine for failure to register address changes or enrollment status changes within 10 calendar days

Requires the Department of Corrections, Office of Mental Health, and local social services agencies to incorporate these residency restrictions into placement guidelines for sex offenders

Authorizes local and state law enforcement to monitor and verify sex offender registration compliance, and allows counties to enact local laws requiring offenders to verify home and employment addresses
