Requires annual calibration checks by independent laboratories, daily self-tests, trained operators, and warning signs compliant with uniform traffic control standards

Mandates annual reports to the governor and legislative leaders on crash data, violation statistics by speed category, revenue generated, and program effectiveness, with the program suspended if reports are not submitted by April 1 each year
