Creates a Legislative Sunset Advisory Commission consisting of 12 members: chairpersons and ranking minority members from relevant Assembly and Senate committees, two appointees by the lieutenant governor, and one appointee each from the speaker, assembly minority leader, senate temporary president, and senate minority leader

Requires the commission to review each state agency on a 10-year cycle, in consultation with the state comptroller, to determine whether a public need exists for the agency's continuation or reformation

Establishes 13 evaluation criteria including agency efficiency, mission achievement, duplication with other agencies, compliance with employment and purchasing laws, conflict of interest rules, and impact of federal funding loss

Mandates annual reports to the governor and legislature by December 31st with recommendations on abolition, continuation, or reorganization of reviewed agencies, including estimated fiscal impacts

Protects affected employees by requiring 12-month advance notice of any changes impacting employment and guaranteeing opportunities for similar state employment with equivalent salary and benefits
