Establishes a new housing court within the judiciary system to handle enforcement of state and local housing standards laws, including civil penalties, liens, injunctions, and receiver appointments for buildings with violations

Grants housing court jurisdiction over real property matters including partition, mortgage foreclosure, mechanic's liens, and deed reformation where property is located within the county, plus chattel liens up to $25,000

Requires housing court to consolidate all pending actions and proceedings related to a single building and maintain jurisdiction until all housing violations are removed

Housing court judges must be admitted to the New York bar for at least 5 years with 2 years active practice, serve full-time 5-year terms, and may be elected supreme court judges with specialized housing law qualifications

Mandates sufficient pro se clerks to assist unrepresented parties with court procedures, filing papers, and directing them to administrative relief when appropriate

Takes effect 180 days after becoming law
