Requires the state to reimburse local social services districts and residential programs for victims of domestic violence at 100% for any additional costs incurred due to changes made by the 2019 budget amendments

Removes the requirement that a social services district be "financially responsible for a victim" before reimbursing residential domestic violence programs for emergency shelter and services

Specifies that reimbursement rates will be reduced only by other state or federal funds already provided for such costs

Prohibits state funds used for these reimbursements from reducing expenditures for services eligible under Title XX of the federal Social Security Act

Takes effect April 1, 2026
