Adds "correctional health care facility" to the legal definition of "hospital" under New York public health law, subjecting these facilities to Department of Health oversight and regulations

Defines "correctional health care facility" as any facility providing health care to incarcerated persons that is operated by, contracted with, or supervised by the Department of Corrections and Community Supervision, counties, or New York City

Requires the Health Commissioner to develop regulations for correctional health care facilities covering establishment, construction, and operation, in consultation with corrections officials and mental health/addiction services commissioners

Expands the Health Commissioner's annual review authority from specific diseases (HIV, AIDS, Hepatitis C, COVID-19) to all health care services provided in correctional facilities, comparing care to general public standards

Mandates that review reports be posted publicly on the Department of Health website in searchable and downloadable format, and allows existing correctional health care facilities a two-year transition period to comply with new requirements
