Establishes a statewide, toll-free hotline to receive anonymous tips about contraband or drugs being introduced into or possessed within state correctional facilities

Defines "contraband" to include firearms, dangerous weapons, dangerous instruments, destructive devices, and controlled substances that could endanger facility safety or security

Requires the Commissioner of Corrections to create rules and regulations for implementing and operating the hotline

Hotline must operate 24 hours per day, 7 days per week and accept reports involving incarcerated persons, visitors, or staff members
