Requires a 60-day warning period when the program first launches, during which only warning notices (not fines) will be issued

Mandates strict privacy protections for captured images, including prohibiting identification of drivers, passengers, or vehicle contents, requiring destruction of images one year after notice issuance or final resolution, and exempting images from public records requests and civil discovery

Requires biennial reports to the Governor and Legislature starting April 1, 2027, detailing violation numbers, revenue, costs, and street cleaning effectiveness, with the program set to expire July 1, 2030
