Enacts the Interstate Nurse Licensure Compact allowing registered nurses (RNs) and licensed practical/vocational nurses (LPNs/VNs) with a multistate license issued by their home state to practice in all other party states without obtaining additional state licenses

Enacts the Advanced Practice Registered Nurse (APRN) Compact enabling nurse practitioners, certified nurse-midwives, clinical nurse specialists, and certified registered nurse anesthetists to practice across party states under a multistate licensure privilege in their licensed role and population focus

Establishes uniform licensure requirements including graduation from approved nursing programs, passing NCLEX examinations, fingerprint-based criminal background checks, no felony convictions, and a valid U.S. Social Security number

Creates the Interstate Commission of Nurse Licensure Compact Administrators and the Interstate Commission of APRN Compact Administrators as joint public entities to administer the compacts, promulgate rules, and coordinate a shared licensure information system

Authorizes party states to take adverse actions against a nurse's multistate licensure privilege for violations occurring within their jurisdiction while requiring the home state to handle actions against the actual license
