Eliminates daylight saving time in New York by exempting the state from the federal Uniform Time Act of 1966, keeping the state on standard time (75th meridian) year-round

Prohibits any state department, agency, county, city, or political subdivision from adopting any other standard of time

Removes existing language from the general construction law that advances clocks one hour from the last Sunday in April to the last Sunday in October

Repeals Section 2-106 of the New York City Administrative Code relating to daylight saving time

Takes effect January 1, 2028
