Amends Vehicle and Traffic Law section 1805 to allow defendants charged with traffic infractions to submit guilty pleas electronically via the internet, in addition to existing options of in-person, by agent, or by mail

Requires electronic plea submissions to include instructions relating to the use of an electronic signature

Authorizes courts to accept payment of traffic fines and penalties electronically via the internet under conditions prescribed by the court

Applies to traffic violations under the tax law or transportation law, excluding third or subsequent speeding violations committed within an 18-month period

Takes effect 120 days after becoming law
