Makes willfully damaging or threatening to damage polling places, tabulation centers, or other election infrastructure with intent to interfere with elections a class D felony

Prohibits obstructing access to polling places, elections offices, or interfering with voters in ways that cause delays in voting or ballot tabulation, punishable as a class A misdemeanor

Allows the attorney general, county attorneys, election officials, or injured individuals to bring civil actions seeking damages, investigation costs, attorney fees, and civil penalties up to $3,000 per violation, with a two-year statute of limitations
