Enacts the Psychology Interjurisdictional Compact allowing licensed psychologists to practice telepsychology across state lines and provide temporary in-person services for up to 30 days per calendar year in other member states without obtaining additional licenses

Adopts the Recognition of Emergency Medical Services Personnel Licensure Interstate Compact (though the bill text actually contains the Physical Therapy Compact), enabling physical therapists with valid unencumbered licenses to practice in other member states through a compact privilege system

Establishes the Interstate Counseling Compact permitting licensed professional counselors to practice in member states other than their home state, including via telehealth, without obtaining separate licenses in each state

Creates three interstate commissions (Psychology Interjurisdictional Compact Commission, Physical Therapy Compact Commission, and Counseling Compact Commission) to administer each compact, promulgate rules, maintain coordinated databases, and handle disciplinary actions

Requires participating practitioners to meet specific education and licensing standards, maintain unencumbered licenses, complete criminal background checks, and remain subject to the laws and regulatory authority of any state where they provide services
