Establishes the New York State Short-Term Rental Property Commission as a temporary body to assess housing stock and short-term rental properties (rentals of 30 days or less, excluding hotels/motels)

Commission will consist of 8 members appointed by legislative leaders: 2 each from the Senate temporary president, Senate minority leader, Assembly speaker, and Assembly minority leader

Requires investigation of current and historical housing stock by geographic region, the number and impact of short-term rentals on local housing and economies, and comparison with other states' laws and policies

Commission must hold public and/or private hearings and submit a final report with recommendations to the legislature and attorney general by December 13, 2027

Report must include proposed changes to state/local policies and laws, model local law language for municipalities lacking short-term rental regulations, and enforcement guidance
