Requires the Department of Transportation to prepare a plan within one year, in consultation with NYSERDA and the Office of General Services, for public transportation systems to receive operating assistance for purchasing zero-emission buses and municipal vehicles

Sets a goal of full transition to zero-emission buses by 2040 and requires identification of potential zero-emission technologies such as battery electric or fuel cell electric vehicles

Mandates the plan include schedules for infrastructure construction (charging, fueling, maintenance facilities), bus purchases and leases, and conversion of conventional buses to zero-emission vehicles

Requires a description of how transit agencies will deploy zero-emission buses in disadvantaged communities and a training plan for bus operators and maintenance staff

Starting two years after enactment and annually thereafter, requires the department to report on plan status, cost-benefit analysis, greenhouse gas reduction goals, and recommendations for program effectiveness
