Declares state policy that New Yorkers have the right to enter into private contracts with health care providers for services

Guarantees the right to purchase private health care coverage, subject to generally applicable state laws and regulations

Prohibits the legislature from requiring any person to participate in any health care system or plan

Prohibits imposing penalties or fines for choosing to obtain or decline health care coverage, or for participating in any particular health care system or plan
