Allows New York-based suppliers to match the lowest bid on state contracts when the lowest bidder is an out-of-state supplier, provided the in-state supplier's original bid was within 15% of the lowest bid

Defines "existing in-state supplier" as an individual or entity resident in New York who regularly conducts a majority of their business within the state

Authorizes state agencies to give preference to in-state suppliers who choose to match the lowest out-of-state bid when awarding contracts for goods or services

Applies to state contracts awarded to the lowest responsible bidder for the purchase of goods or services

Takes effect immediately upon enactment
