Maintains existing $100 maximum fine for no-stopping/no-standing violations in cities with population over one million

Preserves existing $150 maximum fine for handicapped parking violations

Keeps abandoned vehicle penalties unchanged at $250-$1,000 per violation

Takes effect immediately upon passage
