Extends registration requirements for level one sex offenders designated as sexual predators, sexually violent offenders, or predicate sex offenders, or those convicted of serious sex crimes (rape, sexual abuse of minors, child pornography) to lifetime annual registration instead of 20 years

Creates an exception for offenders under age 21 at the time of certain lower-level offenses (sexual misconduct, third-degree rape/sexual abuse), requiring only 20-year registration unless otherwise designated

Allows level one and level two sex offenders (not designated as predators or violent offenders) to petition for relief from registration after a minimum of 30 years, upon proving by clear and convincing evidence they no longer pose a threat

Authorizes counties to enact local residency restrictions for level three sex offenders, those who offended against minors, or those with special designations, with specific distance limits: no more than 1,000 feet from schools and no more than a quarter mile from victims' homes or workplaces

Permits local law enforcement to require homeless sex offenders to report their location every 24 hours and to verify registered home and employment addresses
