Authorizes Cattaraugus County to discontinue parkland designation and lease approximately 63.73 acres of reforested land in the Town of Perrysburg for up to 30 years

Permits leasing the land for oil and gas extraction, timber production, watershed protection, and recreational purposes under County Law section 219

Requires all lease revenues to be used for capital improvements to existing parks or acquisition of additional park and recreational facilities

Mandates that the leased land and facilities remain available to the general public, with priority access through a free or nominal-fee reservation system

Requires compliance with federal requirements if the parklands received federal funding, including approval from the Secretary of the Interior and substitution of equivalent lands if necessary
