Expands state aid eligibility to include lands in the town of Ashford, Cattaraugus County, that were previously under state jurisdiction and have been transferred to state ownership

Currently, state aid is only available for lands at West Valley formerly used by Nuclear Fuel Services, Inc.; this bill adds a second qualifying category of state lands

State aid payments equal the taxes that would have been levied on the land based on the assessment roll from the year the state acquired the property

Establishes a floor for state aid calculations, ensuring payments cannot be based on assessments lower than those from 1980

Takes effect immediately with the first payment based on assessment rolls completed in 2024
