Provides civil liability protection for persons, corporations, and other entities that furnish emergency assistance during declared emergencies, whether voluntarily or under contract with government officials and agencies

Limits liability to cases of gross negligence, reckless, wanton, or intentional misconduct; ordinary negligence claims are barred for those providing emergency assistance

Liability protection extends for 60 days after the emergency is declared terminated or 30 days after the entity is notified in writing that emergency assistance is completed, whichever is later

Excludes from protection entities whose primary business is providing emergency first responder services, manufacturers of emergency response equipment, and those whose negligence or misconduct caused the disaster

Defines "emergency assistance" broadly to include construction, supplies, equipment, labor, and professional services such as engineering, architectural, landscape architectural, land surveying, and geological services
