Changes the payment schedule for school district payments to charter schools from six substantially equal bi-monthly installments starting in July to quarterly payments aligned with when school districts receive their state aid

Requires payments to charter schools to be made in the same proportion that school districts receive their state aid, linking charter school funding timing to district funding flows

Applies to payments for students with disabilities attending charter schools, where districts must pay federal or state aid attributable to those students based on the level of services provided

Takes effect on the first of July following enactment
