Removes existing provisions that made the board's determination that an applicant's proposal is preferable to alternatives effectively final and subject only to post-decision rehearing and judicial review

Provides that referendum costs shall be funded from remaining monies in the intervenor account, with additional financing pursuant to alternative county government law
