Establishes the First Responder Epinephrine Preparedness Initiative (EPI) Act requiring eligible entities—including ambulance services, police departments, fire departments, and agencies employing certified first responders—to train employees and equip them with epinephrine auto-injectors and/or syringe epinephrine kits

Participation in the program is mandatory for eligible entities unless the Health Commissioner grants a waiver based on demonstrated budget impracticability, with waivers requiring annual renewal

Creates a municipal epinephrine bulk purchase program to help municipalities purchase epinephrine at reduced prices for participating first responder entities

Establishes a municipal epinephrine bulk purchase fund funded through voluntary contributions on state corporate and personal income tax returns, with contributions in whole dollar amounts that do not reduce tax liability

Requires participating entities to submit annual reports by October 1st on usage, training, and costs, with the Commissioner publishing findings by December 1st and providing a written report to legislative leaders by February 1st each year
