Requires all New York state contracts to include a clause prohibiting contractors (and their affiliated entities) from participating in health plans that exclude coverage for transgender, non-binary, and gender expansive individuals

Mandates covered services include hormone therapy, pubertal suppression, gender-affirming surgeries and revisions, surgical recovery care, hair removal/restoration, fertility preservation, mental health care, and voice care

Prohibits contractors from limiting any healthcare services based on sex, gender, gender identity, or documented gender

Authorizes the State Comptroller to void contracts if a contractor is found to participate in a non-compliant health plan after contract execution

Takes effect 90 days after becoming law and applies to all contracts entered into, renewed, or modified after the effective date; existing contracts remain valid until renewal or modification
