Authorizes any municipality in New York to enact local laws imposing residency restrictions on registered sex offenders required to register under the Sex Offender Registration Act (Article 6-C of the correction law)

Local residency restrictions must be at least as restrictive as existing state requirements under Penal Law § 65.10(4-a)(a) and Executive Law § 259-c(14)

Legislative finding declares that municipalities are better positioned than the state to make residency restriction determinations based on local conditions and identification of vulnerable populations requiring protection

Amends the correction law by adding new section 168-w and renumbering existing section 168-w to 168-x

Takes effect immediately upon passage
