Requires the Commissioner of General Services to publish within 90 days, and update annually, a list of persons or entities engaged in boycotting allied nations, with the list posted on the Office of General Services website

Mandates that all bidders on state procurement contracts certify they are not on the boycott list and have not boycotted any allied nation, with violations potentially resulting in sanctions, damages, or contract default

Prohibits the New York State Common Retirement Fund and other pension funds under the comptroller's jurisdiction from investing in any entity that boycotts an allied nation, requiring divestment within 5 years

Requires annual reports by December 15th from both the commissioner and comptroller detailing actions taken and determinations made under these provisions
