Salary payments resume once the budget passes, with all withheld amounts paid promptly as back pay

Defines "legislative passage of the budget" as final action by both legislative houses on appropriation bills, with the State Comptroller certifying the bills are sufficient for state government operations and local assistance

Requires any related implementing legislation deemed necessary by the legislature to also be acted upon before the budget is considered passed

Amends the Executive Law by adding a new Section 13 to establish this salary withholding mechanism
