Establishes a statewide "green alert" system to locate missing military members (current or former armed forces, National Guard, or reserve personnel) who suffer from mental illness, PTSD, or traumatic brain injury

Requires the Department of Veterans' Services to coordinate with the Department of Transportation, Governor's office, and law enforcement to develop and implement the alert system

Law enforcement must verify the missing person is a military member, their location is unknown, they have a documented mental illness or brain injury, and their disappearance poses a credible threat to their health or safety

Alerts will be distributed through television, radio, dynamic highway message signs, and other media outlets with information to help locate the missing veteran

Military members must elect to participate in the program, and the department must establish an opt-out procedure for those who do not wish to be included
