Requires all New York school districts, BOCES, and the NYC Chancellor to establish multidisciplinary school threat assessment teams with expertise in counseling, administration, mental health, and school safety

Defines "safety threat" as actions, statements, or behavior patterns by a student indicating intent to physically harm another student, school employee, member of the public, or themselves

Mandates teams develop comprehensive intervention plans addressing underlying needs through mental health treatment and conflict resolution, with law enforcement referral only as a last resort

Prohibits suspension or expulsion of students solely based on referral to a threat assessment team, and requires schools to train personnel and educate students and parents on identifying and reporting safety threats

Requires the Department of Education to develop a model evidence-based threat assessment plan within one year, with school districts forming teams by the start of the following school year
