Authorizes the Commissioner of Mental Health, working with the Commissioner of the Office for People with Developmental Disabilities, to waive certain rules and regulations to remove barriers to collaboration between mental health providers and home care service providers

Waivers may address barriers related to medical assistance reimbursement, service procedures, care coordination, and direct care worker training requirements

Explicitly prohibits waiving any regulations pertaining to patient safety or any regulations where the waiver would risk patient safety

Applies the same waiver authority across three sections of mental hygiene law covering services for the mentally ill, individuals with developmental disabilities, and those with alcoholism, substance abuse, or chemical dependence

Takes effect immediately upon enactment
