Suspends state tuition assistance awards for students found guilty of anti-Semitism by a court or administrative tribunal, including university disciplinary proceedings, until all existing student loans and financial aid are repaid in full

Authorizes the Higher Education Services Corporation to garnish up to 15% of an individual's disposable pay to collect student loan debts from those found guilty of anti-Semitism, with 30 days written notice required

Defines anti-Semitism as violations of state law or Title VI of the Civil Rights Act based on actual or perceived Jewish ancestry, or conduct meeting the International Holocaust Remembrance Alliance definition from May 26, 2016

Eliminates standard deferment options, requiring immediate repayment rather than allowing repayment to wait until after program completion

Requires annual reporting to the Department of Education on all suspensions, revocations, and wage garnishments conducted under these provisions
